Название фильма ничего общего с телевидением не имеет. Сценарист К. Шишкан зашифровал аббревиатуру ТВ как "трудновоспитуемые", имея в виду тот детский возраст, когда ребята уже стараются жить вольной взрослой жизнью, еще не имея никакого практического опыта и нуждаясь в опеке взрослых. Поэтому картина эта не только о трудновоспитуемых ребятах, но и о тех, кто занимается этим воспитанием. Об их умении найти путь к сердцам и умам детей, повествует этот фильм.
